Landscape Assessment: Criminal Justice System Re-entry Services
Background & Opportunity
Louisiana Justice Fund, a pooled fund at the Foundation for Louisiana, is dedicated to improving criminal justice outcomes in Louisiana. Our fund envisions Louisiana as a state that is thriving, promoting safe communities and providing pathways for economic vitality for all people. LJF envisions a Louisiana where the criminal legal system is equitable and restorative. To achieve this vision, LJF supports organizations engaged in reducing and transforming the criminal legal system through advocacy, narrative change, and economic mobility for people impacted by the system itself.
To support the potential expansion of funding initiatives, we are seeking a qualified consultant or organization to conduct a landscape assessment examining re-entry services for people returning home from incarceration in Louisiana. The landscape assessment will support the Louisiana Justice Fund (LJF), a collaborative fund housed at Foundation for Louisiana, in assessing statewide re-entry services infrastructure in support of grantmaking and other capacity and infrastructure-building objectives of the fund.
Objectives
- Conduct Assessments: Analyze the current landscape of re-entry services, resources, and stakeholders available to individuals coming home from prison and/or jail in Louisiana, particularly areas outside of Baton Rouge and New Orleans.
- Identify Gaps: Highlight specific areas where re-entry services are lacking and propose actionable recommendations for future investments and initiatives.
Deliverables & Expectations
- Assessment Reports: Detailed reports identifying existing resources and gaps in re-entry services.
- Presentation of Findings: A comprehensive presentation of the findings to key stakeholders, including recommendations for addressing identified gaps.
The successful applicant will be expected to deliver a comprehensive landscape report by July 1, 2025. The consultant will be expected to deliver drafts and receive feedback from the steering committee of the Louisiana Justice Fund at least twice in the development of the report (first and final drafts). The consultant will also be expected to complete a kickoff conversation with the steering committee, its co-chairs or other designate and have mutually agreed upon check-in meetings with FFL’s Vice President of Programs or other FFL staff members.
Budget
The maximum budget for this project is $25,000. Proposals will be evaluated primarily on the strength of the application, including a demonstrated understanding of the Louisiana context, experience working with social justice organizations, and cost-effectiveness.
Timeline
- Applications will be accepted on a rolling basis with priority given to proposals received by January 6, 2025.
- Proposals selected for review by the LJF steering committee will be asked to participate in a conversation with FFL staff and LJF members the week of January 13th.
